YouTube Chapters markers are generated on the timestamps that a video creator includes in his or her video's description starts with 00:xxx plus text.
What is YouTube Timestamp?
It's the time code included on YouTube Video descriptions which allows you to create timestamps and links to help your viewers to watch any part of your video. The timestamp is also best known as key moments' feature used to improves viewers experience by allowing them to skip parts of the view so they can quickly, easily find the content they are interested in.
